Letter to all member organizations of the ICOR on the response to the letter of Tjen Folket by Sanjay Singhvi, CPI(ML), 10 August 2013.

Dear Comrades!

I have some comments on the letter of Comrade Singhvi (we received it on
August, 22) on the basis of the discussion in our party.
We agree that solution by Norwegian comrades to come out of ICOR was
unacceptable hasty. Certainly, they should contact other parties and
discuss controversial issues.

The main thing in this letter, however, is the point of the CPI
(Maoist). The struggle of this party is widely known and attracts
sympathies around the world and in our country too. It is especially
important for us because of the military cooperation between Russia and
India including those for counter-insurgency purposes.

This does not mean that this party must be untouchable for any
criticisms. But such criticisms should be seriously justified. In
contrast, comrade Singhvi made some attacks against CPI (Maoist) without
bothering to prove them seriously.

1) ‘We do “denounce” the CPI (Maoist) when they indulge in attacks on
railway passenger trains killing hundreds of innocent passengers or even
when they attacked the election convoy of the ruling party and killed 27
people.’

I guess he speaks about the Jnaneswari Express derailment occurred on 28
May 2010 and caused one hundred and forty deaths. But we know that the
CPI-M denied any involvement in this tragic incident and their
involvement has been never proved. Yet the anti-communist media
(particularly here in Russia) continue to associate CPI (Maoist) with
this incident. Support their efforts within ICOR discourages us.

2) ‘The CPI (Maoist) still calls for “boycott of elections” as a
strategic matter and denounces all parties who ever participate in
elections in this “era” as “revisionist”. It does not build any
All-India class / mass organisations and places its whole emphasis is
only on “area-wise seizure of power”.’

Indeed both of these charges require documentary evidence. They disagree
with many famous articles and interviews by the CPI (Maoist).
